The lawmaker representing Ogbomoso North constituency in the Oyo State House of Assembly, Hon. Olawumi Bimbo Oladeji has urged the state Governor, Engr. Seyi Makinde to ensure availability of logistics to gazette laws passed by the state’s assembly for implementation.
The lawmaker made the request while presenting the motion titled “Urgent Need to Ensure Regular Gazette and Publicity of Laws Passed by the House” at the plenary on Tuesday.
Hon. Oladeji disclosed that majority of laws that have passed through the third reading in the state House of Assembly have not been implemented or are in the knowledge of the public because they have not been gazetted.
The lawmaker also urged the state Ministry of Information, Culture and Tourism to devise ways of bringing the legislative activities of the state assembly to the awareness of the people to ensure compliance and implementation.
According to Hon. Oladeji, “concerned that the requirement for the gazetting of the law is statutory by virtue of the provisions of the Laws of Authentication Law, 1999, which empowers the Clerk of the House to kick start the gazetting process.
“Apart from the gazetting of laws serving as a veritable mechanism for the publicity of such laws, it also serves to fulfill the requirement Section 106 of the Evidence Act, 2011, which stipulates that gazetted copy of laws prove the laws of a House of Assembly, as a public document among others,” Hon. Oladeji said.
Hon. Seyi Adisa, who seconded the motion, Hon. Isiaka Kazeem and Hon. Oluwafemi Fowokanmi, in their contributions, lent their voice in support of the motion, calling on the relevant quarters to commence the necessary process to actualize the objective.
Passing the resolutions on the motion, Speaker, Hon. Adebo Ogundoyin, appointed Hon. Seyi Adisa and Hon. Bimbo Oladeji to monitor the gazetting process.
The Speaker also urged the executive arm of government to ensure availability of logistics for the gazetting while the Ministry of Information, Culture and Tourism should bring legislative activities to public space especially at the grassroots.
